Debris, Traffic Management, and Weaponization: Opportunities for and Challenges to Cooperation in Space

There is no doubt that outer space is one of the most globalized of all arenas of human
activity. There are some 845 working satellites, owned or operated by 41 nations,
as well as a number of others working in consortiums with each other or with industry
partners. The worldwide satellite industry produced $88.8 billion in revenue in 2005,
yet there are only five multinational companies providing the bulk of commercial satellite
communications to global users.
